Debating EU enlargement – France

France has a reputation as an enlargement-hostile country, in particular with regard to Turkey. The referendum in 2005 in which French voters rejected the European constitutional treaty was repeatedly interpreted as a voice for a stop or at least a slow down on enlargement (though Eurobarometre polls suggest that enlargement and Turkey played only a secondary role in the rejection of the treaty). A closer look reveals interesting dynamics, both related to the Western Balkans, but also with regard to Turkey.
