The international community has invested enormous amounts of resources and effort to help Bosnia and Herzegovina develop as a modern democratic multi-ethnic state since 1995. With reason: the war fought between 1992 and 1995 was vicious, and the lack of an appropriate international response humiliating for the international community, Europe in particular, as well as disastrous for the people of the region.

ESI has closely followed the international post-war engagement in Bosnia. A three-part series published by ESI between 1999 and 2001 examined Bosnian power structures. It highlighted international approaches that appeared to work. One lesson learnt was that success requires detailed knowledge of the issue at hand as well as persistence. The last report of this series showed the way forward to complete the then outstanding Dayton issues and hand over Bosnia to the EU as a potential candidate country. It also warned of the danger of overusing the High Representative's powers.

ESI's analysis has since followed the evolving international agenda in Bosnia. It made proposals for constitutional change and Bosnia's economic recovery through integration of key industries and markets. It highlighted the dilemma that the use of the High Representative's powers created in terms of strengthening respect for the rule of law. It analysed the roots of Bosnia's authoritarian temptation. And it continues to follow Bosnia in its efforts to trying to create a functioning state that is able to integrate into the European Union.
