The business environment

The business environment

This section covers the business and commercial environment in BiH. The FIAS study, Commercial Legal Framework and Administrative Barriers to Investment remains the most comprehensive assessment of the business environment from a legal and administrative perspective. The IFC's Southeast Europe Enterprise Development survey Costs of Small and Medium Enterprises in the Federation of Bosnia and Herzegovina lists business charges by canton and municipality (a similar survey for Republika Srpska is available from SEED).

The EU's Quick Impact Facility (QIF), run by CARE International, has produced a series of documents designed to guide small businesses in dealing with government, and to guide municipal authorities in creating a business-friendly environment. We have included only a selection of their literature; more can be found on the QIF website .

While the legal and administrative side of the business environment has been explored in detail, there is a distinct lack of hard information on particular industrial sectors. The exceptions are a series of nine sectoral studies produced by the German technical assistance agency GTZ, and two sectoral studies in agri-business and wood processing prepared by USAID.

In this section you can also find the audit reports carried out by OSCE of the three electricity utility companies and the Federation Ministry of Social Affairs, Refugees and Displaced Persons.

OHR's quarterly Economic Newsletter is a useful source for keeping up with reform initiatives affecting the business environment, such as customs and tax reform. Back copies and future editions can be found here .
