Legal system

The legal system, including the police and the judiciary, is perhaps the most studied area of public policy in Bosnia. Here we include a sample of three thematic reports by the former UNMiBH Judicial System Assessment Program (JSAP). Other JSAP reports can be found here. We include OHR's Comprehensive Judicial Reform Strategy and Comprehensive Anti-Corruption Strategy, both from 1999 and therefore dated, but providing interesting background to the evolution of international programmes in the area.

There is a report from OHR consultant Charles Erdmann from November 2001, Assessment of the Current Mandate of the IJC, which led to the judicial reappointment process in 2002. We also include two reports from the Independent Judicial Commission (IJC), Justice in Due Time from April 2002 and Restructuring the Court System: Report and Proposal from October 2002. There are two reports from the International Crisis Group, one on the police and the other on the judicial system, and the final report to the Security Council from the Special Representative of the Secretary-General to Bosnia on the closing of the Mission in December 2002. Most recently, a European Commission project has prepared a Functional Review of BH Police Forces.
