ESI's Gerald Knaus presented ESI's proposal for the Syrian refugee crisis at the European Council on Foreign Relations (ECFR) in Berlin. For an audience of policy makers, diplomats, and journalists he outlined the details of the proposal and looked at the political context in Turkey, in Greece and in the EU; at the legal issues this raises; at what this mean would for global policies on refugees and asylum; and at alternatives.
