Marcus Brand (Austria) Brand is a consultant at UNDP's Participatory Constitution Building Programme in Kathmandu, Nepal. Previously, he worked for the UN in Nepal as humanitarian affairs analyst, consultant with the UN Resident Coordinator's Unit and on the Millennium Development Goals campaign. Before moving to Nepal in 2007, Marcus served as a consultant for UNDP in New York, with assignments in the Gulf Region and Central Asia. Between 1999 and 2006, he was active for the Organisation for Security and Cooperation in Europe (OSCE), including as Special Advisor to the Director of the Office for Democratic Institutions and Human Rights (ODIHR) in Warsaw, as political analyst in several Election Observation Missions, and as an advisor to the Head of Mission of the OSCE in Kosovo. From 2000 to 2002, he worked as an ESI analyst undertaking research on Kosovo's institutions, Slovenia's local government reform and the Stability Pact for South East Europe. In the 1990s, Marcus had assignments with the Austrian Ministry of Foreign Affairs in Vienna, the Yale-Soros Civic Education Project in Bulgaria, and the Robert Schuman Centre in Florence. Marcus holds a doctoral degree in international and constitutional law from the University of Vienna (2002). His dissertation deals with the development of constitutionalism and human rights protection in UN-administered Kosovo.
