Key issues:

  • There is a growing sense of a deepening economic and social crisis in Kosovo's most complex town, Mitrovica; what are the causes of this crisis and what are its likely political implications?
  • How can the inhabitants of Mitrovica and Zvečan see the return of confidence that alone will allow economic growth and job creation?
  • What is the future of the outside transfers that at present keep Mitrovica alive: transfers from the Kosovo Consolidated Budget, from the budget of the Republic of Serbia, from international donors and from the (largely Albanian) diaspora?
  • Is the region of Northern Kosovo - in the absence of a relaunch of Trepča production - doomed to terminal decline? Can, under such conditions, a multiethnic Kosovo be preserved?
  • What can local policy makers, and politicians in Pristina and Belgrade committed to the development of Mitrovica, do to provide a credible perspective? How can both the reality and the image of the region be transformed in 2004?
  • Is there a possibility that progress in Mitrovica in 2004 could set a positive example for addressing other regional problems?

Alan Grant is an Irish photographer who travelled extensively in the Balkans and other countries and regions of the world. Thanks to him, ESI is able to show fascinating pictures of the Balkans: the facades of Tirana, the painted mosques of Travnik, the fabulous old houses of Plovdiv and the spectacular blue of water - dark in the Bay of Kotor, emerald in the river valleys of Bosnia, deep blue in Ohrid, twinkling in the Aegean Sea and on the Bosporus.
