The first funding for ESI came for research in Montenegro and was provided by the US Institute of Peace. Kristof Bender, an Austrian who had worked many years in Bosnia and Serbia, joined the ESI team and moved to Podgorica. His appartment there was ESI's first field office.
In November 1999, ESI organised the first seminar on Montenegro for policy makers in Brussels. By August 2000, amid fears of Serbia's reaction to Montenegro's first steps towards independence, it published its first full Montenegro report.
