April 2000

In April 2000, ESI established its first proper headquarters in the Berlin suburb of Treptow, just East of the former Wall, close to the Kreuzberg District and the river Spree. The building in Kiefholzstrasse also hosted a painter, two actors and a pyrotechnician.

Berlin, a creative, dynamic and bankrupt city undergoing numerous transitions, seemed the right place for a young think tank with high ambitions and few resources. The German government had also just moved to Berlin, and Balkan policy was high on its agenda. Christian Schwarz-Schilling introduced ESI to senior German policy makers.
