Sukru Karatepe was born in Kayseri in 1949. He graduated from Ankara University's Law Faculty and worked as a lawyer. In 1972, he started his university career in the Public Administration Department at Aegean University. He was elected Kayseri Metropolitan Mayor in 1994 under the Refah (Welfare) Party banner. In 1998, he resigned from his position as mayor of Kayseri. He was convicted for a one year prison sentence because of a speech he gave in 1996 on the occasion of the death anniversary of Mustafa Kemal Ataturk. Today, he works as a consultant for Prime Minister Recep Tayyip Erdogan.
