ESI report: On Mount Olympus. How the UN violated human rights in Bosnia and Herzegovina, and why nothing has been done to correct it (10 February 2007)
"Gleichzeitig entwickelte sich bei den in der Regel auf wenige Jahre entsandten ausländischen Beratern und OHR-Bediensteten eine bemerkenswerte Selbstherrlichkeit. So kam es bei der von der UN-Mission in Bosnien geführten Polizeireform zu zahlreichen Menschenrechtsverletzungen, die jedoch von der UN-Zentrale in New York, darin zum Teil unterstützt vom früheren Hohen Repräsentanten Ashdown, systematisch unter den Teppich gekehrt wurden."

"Although many of the officers won cases at Bosnian courts and the mistakes made in the vetting process were acknowledged by the Council of Europe's Venice Commission, the U.N. refuses to offer any remedy and warned Bosnian authorities not to challenge U.N. decisions. […] "From the outset, credible safeguards must be put in place to protect the rights of Kosovo residents," according to the report published over the weekend by the European Stability Initiative, or ESI, on its Web site."

"793 officers were denied certification and dismissed from their jobs. Many of the police officers said they had not been told sufficiently and clearly why they had failed the vetting process, or they had not been truly able to appeal. […] A report expected to be released this weekend by the European Stability Initiative, a research and policy group, takes aim at the United Nations secretariat, saying it failed to inform Security Council members about the extent of the problems with the vetting process."
