Marcus Brand Marcus Brand (Austria) Brand is Democratic Governance Advisor and Head of the Strategic Advisory Unit at UNDP in Ukraine. Previously based in Bangkok from 2011 to 2015, he worked for UNDP, the EU and USAID on governance issues in Myanmar, Fiji, Thailand, Afghanistan, Bhutan and Tunisia. From 2007 to 2011, he worked at UNDP's Participatory Constitution Building Programme in Kathmandu. Marcus also served as a consultant for UNDP's HQ in New York, with assignments in the Gulf Region and Central Asia. Between 1999 and 2006, he mostly worked for the Organisation for Security and Cooperation in Europe (OSCE), including as Special Advisor to the Director of the Office for Democratic Institutions and Human Rights (ODIHR) in Warsaw, as political analyst in several Election Observation Missions, and as an advisor to the Head of Mission of the OSCE in Kosovo. From 2000 to 2002, he was an ESI analyst undertaking research on Kosovo's transitional institutions, Slovenia's local government reform and the Stability Pact for South East Europe. In the 1990s, Marcus had assignments with the Austrian Ministry of Foreign Affairs in Vienna, the Yale/CEU Civic Education Project in Bulgaria, and the EUI's Robert Schuman Centre in Florence. Marcus holds a doctoral degree in international and constitutional law from the University of Vienna (2002), as well as an LLM in Human Rights Law from the EUI in Florence and a diploma in international relations from SAIS Johns Hopkins University in Bologna.
