Together with agriculture, environment is the most comprehensive, expensive and onerous chapter of the EU acquis (see also ESI's detailed background paper Bulgaria's quest to meet the environmental acquis). This is true even for a relatively rich EU candidate country such as Slovenia. This makes the environment one of the most interesting areas to study the profound impact of EU conditionality.

Environment inspector Simon Humar took ESI on a short tour of his area of responsibility in Novo Mesto, Slovenia.

Humar trained as a geologist and worked in the 1980s as a surveyor in a coal mine near Krsko. When the mine closed in 1991, Humar became an inspector at Slovenia's water management service, where he stayed till 1994. As Slovenia undertook a radical overhaul of its environmental legislation, Humar's unit was absorbed into the Inspectorate for Environment and Spatial Planning. He lives, with his wife and their one child in Novo Mesto, in the southeast of the country.
