Istanbul – ESI at the 3rd Istanbul Forum: Europe as an Idea: Is Turkey part of it?

ESI's Gerald Knaus was invitited to speak at the 3rd istanbul Forum at a session on "Europe as an Idea: Is Turkey part of it?". He addressed three issues:

1. What does Europe as an idea constitute? What are the contours of such a Europe? Do you see Turkey part of this Europe or are we at the beginning of a structural drifting away?
2. If Turkey is not part of such a Europe what does that mean for the Balkans and the common neighborhoods such as the Mediterranean?
3. What needs to be done to have a common future? What can be said beyond the formal and stalled accession negotiations?
