ESI's Gerald Knaus was invited by the Hudson Institute's Kleptocracy Initiative to talk about Azerbaijan's "Caviar Diplomacy" at the Council of Europe.
ESI's reports describe "how an authoritarian regime in Baku has managed to sidestep its commitments, silence its critics and turn international election monitoring into political theater. It is a story of how Europe's oldest human rights organization has been neutered."
